Site I've heard of recently shows how much you've spent on the game +other details, is it legit??

this site http://privacy.riotgames.com/en_US/stage2 (pasting link in case people recognize it and can tell right away, don't log in blindly to be safe) I've seen talked about twice now from two different groups of friends, when you log into your account it's suppose to give you info on your current season stats as well as how much money you've spent on the game according to friends who've used it.

I'm a little more skeptical, also since apparently for even more details there's a $5 fee that also requires a hand written letter among other things. anyone know if the site is legit or not?
