Buy No-Penalty Dodges via IP

Here is an interesting idea that I'm sure many players would appreciate and additionally it will be a great IP sink for those who just have so much IP, they don't know what to do with it:

Let us buy No-Penalty Dodges for 6300IP. How many times have you had to dodge, because someone decided he's going Soraka Jungle without , but with and ? Then, 5min late, you want to dodge again, because your top laner decides to go AP Talon? But now you can't because the penalty timer is now too long, so you tell yourself, you can make this work, maybe he is actually on to something with this AP Talon thing? Then 10 min later he is 0-14 and a fed 14-0 Darius is ganking you midlane.

While in champ select, we could have a display that shows us how many dodges we have left before we get penalized. I don't see how this could get abused by anyone, I think it would be a great idea to spend left over IP, it will improve player's fun and experience, because you can more often dodge games you know 100% will be a disaster, and 6300IP is not so little that everyone is just going to buy 100 of them, or that everyone will just use them on every game to troll people. The trolls won't have enough IP to buy large quantities anyways.
