[Suggestion] For fixing the Chat Services

I think I fixed mine. Because you may noticed LoL processes such as Launcher & Patcher in task manager when you have your cilent open and you're logged in. I suggest ending those processes, than league shut itself down and you can restart it. My chat was back to normal and working fine. Which was odd for me that fixed the problem since they're still there in task manager.

Not sure if it would work for the rest of you though. But I can say it worked for me. So a suggestion for those who are suffering from Chat Services issue.
