Does Tribunal even work lol?

Literally a question from a r%%%%% who has never been banned, chat restricted or anything else. Am just curious as to if this system even works because Me nor my friend have been banned or chat restricted. And let me tell you we are not the nices people out there! I was told this so called "system" literally is ticket collector where as it only do anything if people gets a certain amount of reports, no matter how many years has past if they stack up you get tribunaled (again I would like to say people told me this, I have literally zero research done on this because I can't be bothered). How does this work? this so called "System" or Tribunal w/e it's supposed to be called. Since I don't see why it would give people chat restrictions if the game lets people swear at others (and yes I know about chat filter, but I like reading the idiots make a fool out of them selves) . And the ban thing makes sense if you afk, you should get banned for that. This one makes sense, but the chat restriction. I don't follow it, someone explain plz (I know its to help toxic players become none toxic, but like wtf the game literally lets people swear at eachother). Again I would like to point out, I never got banned on any of my accounts, nor chat restricted. Am just courious about this "System".
