FPS is 100% handled by your personal computer. Basically, it's a measure of how good your graphics card is at keeping up.

Ping is internet related. My wife jokes that you could call ping "A Hobbits Tale", because it's the measure "There and back again". Pretty much anything that could effect the path information takes from your computer to the server and back could effect your ping, including a bunch of your neighbors deciding they want to binge watch Netflix.
