What is the point of having the option to report Summoners who break the Summoner's Code, if there is no Tribunal to punish them? I have seen the effects of leaverbuster on a friend of mines, but besided that, I don't know if anyone is getting punished for going on a troll spree on ranked, for instance.
I'm not sure how long the Tribunal has been under maintenance for, but it feels like 236,584,556,779,141 years.. More or less.
So, back to the question. Will we be able to ever use the Tribunal again?
There are systems in place to replace the tribunal, reports still do what they always did. I would bet money that the new systems are punishing more people than the tribunal. In the tribunal days it took an insane amount to even end up in the tribunal and it took months even for obvious cases.
The tribunal is coming back. I dont know why its taking so long or how much longer its going to take. I think the report card function is supposed to be back very soon. Which honestly should have been task 1 when the tribunal was taken down.

All reports just go through a program that adds up the amount of reports a person got, compares it to amount of games played between it, and then takes action, mostly incorrectly. For example, I am now chat banned despite having the last 5 games without typing a word and only using pings (I know this because I had the report popup of 'chat abuse'). that is false. It is automated but its not just counting reports. If you didn't do anything you wouldn't have been punished. If you think you shouldn't have been then you should submit a support ticket. Punishments are for patterns of behavior and rarely, if ever, single incidents. The system also isn't very fast so if you really did nothing in your last 5 games then it was for something you did before that.
