doubling a role in champ select

I just got out of a ranked game with double jungle and no adc...

the person who auto locked jungle as 4th pick was clearly in the wrong and should be reported regardless.

however... am I the only one of the opinion if you have a salvageable team comp and the people make 0 effort to do so they are guilty as well?

in this case we had jayce top mid ez, and then shyv and elise both locked jungle.

I instantly tried to talk people into changing roles and the response was that elise fucked up it's her fault they aren't changing.

it's a pretty easy swap to jayce mid shyv top ez adc, so wondering what the general consensus is (other then I should have dodged, which I should have) should at least both junglers not be reported for communication?
