Please fix matchmaking

So that it revolves around mastery, I am level 16 on an alt, and I keep getting put up against people who have thunderlords and higher.

This is unbalanced because at level 1 that's around 10-20 extra damage I don't have, Deathfire Touch is alright cause it's a minimal bleed but Thunderlords is just a stupid burst that doesn't even match the damage it says it does.
