Riot Needs To Do The Small QOL Things

There are just a bunch on tiny things Riot could do to make the game better, including:

1. Making an option to move buffs/debuffs
2. Letting Zyra use passive with abilities she hasn't unlocked
3. Reordering Mastery Pages and many others.

All of these things would take me about 10 minutes at the most apiece, and I'm a very amateur programmer. Why isn't there someone who does these things all day?
