One for all people trolling champion picks

Is someone picking a troll champion intentionally for the one for all game mode and then going AFK after laughing and essentially ruining the game and the time of 9 people for the next 20ish min a reportable offense? This has happened twice in 4 games. I am either really unlucky or apparently this kind of behavior is ok.
