Question for PBE Community

Does being ranked or unranked have any difference in pbe selection?

So I've already talked to riot's support team about this and I've been told that being ranked or unranked does not have any effect on the system for PBE selection. But I have to say, I've been playing for years and every champ I've played most each season has been reworked except Singed and It's been so frustrating to not test myself. S5-S6 I've had more variety, more interesting champion designs imo
