Anyone knows does the mana regeneration from runes count as base regen?

Anyone knows does the mana regeneration from runes count as base regen. or it just provide the flat amount of mana regen? ( just like added up to the mana regen directly) Just feel confused about if the mana regeneration runes are still worthy or valuable. THanks for answering.
