Because it's hard to program a code that detects if a player connects at all or not.
Because it's hard to program a code that detects if a player disconnect from connection issue or if he pressed the "leave game" button.

I honestly don't know.
For one thing it would be abusable. Let's say you successfully put in safeguards to stop it from being abusable (which is impossible) it would cause everyone's mmr to slowly rise. Also its pointless because you get afk's on the other team just like you get them on your team, and it all evens out considering you afk as often as the average player. If you never afk, then afk's actually work in your favor (5 potential afk's on the other team, 4 on your team, aka 55% of afk's are in your favor). Lastly, you want loss forgiven for when someone on your team is afk, how would you like "win forgiven" when the afk is in your favor? Not to mention it is very possible to win a 5v4. I even won a ranked 5v3 once.
