Heimerdinger is unplayable

Heimerdinger has been in a not so great spot for quite a while, but very recently he has recieved his hardest nerf so far without many noticing:

HIS EMOTE SPAMS ARE GONE!

Heimerdinger is almost unplayable due to these changes and needs some serious buffs as compensation. I propose making his dance animation scale with ability power.
