he loses 17% of his total health + 0.75 of his bonus AD + 27% of the Cooldown of his Ultimate x how many Q's he's missed within the last 5 minutes.

Then we can really see what taking a risk is :)

Losing 0.75 per missed q? Then he can miss 10 and that's only -7.5 AD. Not punishing enough. And the way you worded it, missing a q REDUCES the cooldown of his ult, which is good for him.
