She is though, her wave clear is terrible and she cant really start a teamfight unless she is massively ahead all her damage is single target which is another resean why she isnt the best at teamfight plus her ultimate is countered by a lot of thing atm like vaynes condem or lee sins ult. TL-DR people that lose to cammile just dont know what she does
