Good God.
The only reason that works is because the Odium Diaboli section of the brain kicks in when a Teemo is spotted, and thus, they always focus the Teemo rather than the ADC. It doesn't work when you steal cs and kills, however, then it just ruins the game for the ADC.
Teemo support is actually good if your lane opponent (and your opponents in general) are AA-reliant.
