nope, rework came early because they had not finished all of the visuals yet. Since implementing the changes were not as reliant on animations as other champions (and many of the skills animations had been completed at that point) they just put in the new kit and animations before the full visuals.

I feel old when people don't understand that you're making a reference to the fact Heimerdinger's rework came out before his VU... it's almost like they didn't know he was reworked or visually upgraded.
