An idea to overhaul the punishment system

I had an idea for something that would completely change the punishment system as we see it today. Right now, the punishments are just too harsh for some people to cope. Now, before you downvote, hear me out.

This is my idea: For people toxic in chat, the 10-game and 25-game chat restrictions are good. The 25-game chat restriction is almost always followed by the next punishment system, but at least it feels like something's being done, right?

Now, for people who are toxic after that, and for trolls and intentional feeders, the next step will be implemented. The 14-day ban is very good for this. It gives the person time to cool down, and they can come back to their account with the intent to reform.

However, the permanent ban is just too harsh. These poor people just want to have fun with the rest of us. It shouldn't matter that they ruin the game for 4-9 other people, they just want to have fun. For that reason, I propose a new punishment.

Rather than it being a time-based ban, I have a better idea. See, the "permanent" ban generally is listed for 200 years or so. Sure, that's basically permanent, but the problem is that it's time-based. That's just not fair. Instead, what we should see is a game-based ban system. Not the things other people proposed (getting to level 20 on an alternate account with no punishments, etc.). No, this will be much better.

The ban system will be as follows: after passing all previous punishment tiers applicable, the account will be banned for a duration of 3 games. If you can display no toxicity, no trolling, no intentionally feeding, and, most importantly, no hacking for three games on the banned account, the ban is lifted.

Simple and effective, yes? I look forward to hearing the thoughts of my fellow Summoners on this matter.

(Edit: clarified phrasing)
