If mid is going extremely even, give it and offer it. It's always the jungler's job to tip the scales in the ally's favour, when a stalemate lasts too long it's definitely bad choices on the junglers.
If mid is fed, only give it if mid asks. In exchange, ask mid to shove lane and roam for 3v1 or 4v2 ganks (or ganks in both lanes). Mid is obligated to help the jungler when asked and the enemy mid laner is too behind to give pressure.
If mid is feeding, DON'T GIVE IT, DON'T GANK (never your job to bring back behind lanes, that's just icing if you're a fed jungler). If mid is powerful enough to clear the wave and shove, but is behind the enemy, it's definitely in mid's best interest to ask the jungler to communicate their interests as staying in lane won't help much unless they're a farm champ. Especially, ESPECIALLY a high CC champ can help when behind.

Nice 1000 damage smite jungler! I have a W that does 1400 damage at this point and a Q which does 800, this is my blue.
