Its a feast or famine mechanic in the long run. If Skarner is winning, he'll really win. If Skarner is losing, he'll really lose. That's what that change looks like to me.

The jungle nodes thing is kindof a joke... they only lock for 10 seconds. so its not like you can really do anything about the enemy jungle ones.
