This is PBE right? If it is, it's a bit weird how a new champion is there and I get an email saying 'Yeah you can come in dude', but it sucks that I got banned from League by my parents because I spent too much and it's gonna take a lot of convincing

That really is strange. There's a separate sign up for both. If you'e all signed up I suppose you'll just have to wait longer.
