His guns are a relic weapon, and thus are using magic. The aiming part is done manually. Think of a real pistol. Sure, you are not actually throwing a bullet at someone, the gunpowder does that for you. But you still have to aim it yourself, and thus you still deserve credit (good or bad) for what that bullet does. The same thing applies. Lucian deserves credit for everything his guns are doing.

The fields of justice is made to handle these tears but cooldowns are in place to prevent any major damage (do you realize what rapid fire Mega Inferno Bombs would do to a place? There's a reason URF wasn't permanent people. That extra week we got was pushing it).
Garen's moves are simple, which is why he has no costs. He instead uses the holy force that is the honor of Demacia. People say he's crazy, but they just don't see the giant sword landing on them like us summoners do. Of course, if uses his spells too much, he will drain Demacia's honor faster then they can gain it.
Katarina is so deathly precise that she can travel through and pulls her weapons through folds in reality as not to damage it. The cooldowns are her finding folds that can be used for a particular attack. The tear caused by someone's soul being protected from death opens up many folds, so her cooldowns are lowered.
The Ninja's 

use only bodily energy to fire their weapons (which may or may not themselves be magical). Simply conjuring the weapon does not take any significant amount of mana. Cooldowns are either because they are readying another weapon to throw or the whole reality tearing thing.
Champs that use hp simply use life force.

The only one I can think of that uses magic when she shouldn't.....

W - Placing traps? People been doing that for thousands of years and trust me there aint many humans with magic.
E - Net....Again not magic.
R - Arguably the only ones who think sharpshooting is magic are "iwannabeasniper" fan bois.

Brent may be right.Basically any champ who uses mana is a mage even if they are considered to be fighter,marksman etc.
