Copyright laws are loose or even practically nonexistent in some countries, which makes it difficult to impossible for Riot to do anything about it. It's a waste of energy to worry about them, because they aren't really taking business away.

I can assume someone made a fan-game of Nidalee doing NSFW, inappropriate things.

I know that if they're making a profit off these things, a company can take legal action.

I, too, would be pissed if someone took my characters and placed them in such situations without my consent, but what can you do.
