Im not too sure about that, he has mobility and burst pre 6 and massive zone control post 6

His Q isn't a real blind, his W should probably be a short-ranged dash, and he looks like a potato. Other than that, he's probably good.

It's probably because, while she was present at worlds, she wasn't an overbearing force. She didn't display herself to be OP, so it's unlikely Riot will nerf her.
