Meanwhile Teemo is still down the gutter, which means you have to be OP as him beforehand to be able to do anything decent in higher elo.

It's probably because, while she was present at worlds, she wasn't an overbearing force. She didn't display herself to be OP, so it's unlikely Riot will nerf her.
