if you're talking about the bonus hp scaling on his ult, that doesn't actually effect his single target damage in ANY way. It means the launched champ does damage based on their bonus hp to the champs they hit. In a gank on top lane like the scenario he suggested, those buffs are not in play.

Who said it was a gank on top? Maybe it's a support fight. Or the Lee Sin is top and he walked into the jungle where there are two tanks and the enemy mid laner sitting, watching.
