probably because it's not possible. I would love to see how the people that bitch about balance try to balance 134 unique champions with dozens of runes, masteries, and items to choose from. Considering the number of variables at play, it's impressive that they can get it as balanced as it is.

As long as League is an F2P cash grab that makes money based on skin sales and LC$, it will never happen. You'd lose too much money in an actually balanced game (or where they actually try for real balance).

Which MMR are they balanced for?

Give the game to EA. Tell them there won't be a sequel. Or tell them they'll have to wait a month before profiting on the deal. Or hint that upkeep may require some small amount of financial investment. Watch everyone and everything become equally powerful overnight. . .

It's honest impossible to do at this point. There is just too much stuff.
