  1. first release week winrate doesn't really signify if something is weak due to learning curve bias. Akali is a bit clunky (IMO) and needs a lot of time to figure out how to play her... however that does not mean that akali is shit, there is some really nasty things she can do for those that do know her well enough. I've seen a lot of akalis i'd rather not see again, thankfully they were on my side. You can usually tell (without statisics) whether something is strong/weak, and akali I'd say is actually in the middle of balanced and broken, she still feels a bit off but she's definitely way too strong when the player can utilize her properly, almost feels like Azir syndrome but she might need time to even out.

  2. banrate for release week can mean a lot of things, its a number adding up all the players that; think she is op, don't want to play against her because they just don't find her interactive, fear the worst from their teammates picking her, or aren't quite ready to learn how to play against her and would rather stick with what they're used to. Figure out what the majority number of that is, cause i'm pretty sure its racing to ban before allies hover.

Akali is a new champion release. People would ban her if she had a 25% win rate. Plus, she is a pretty hard champion from what I've seen. She can be forgiving, but actually executing her perfectly requires some experience.
