He's actually been on the PBE for a while. Since you can see him, have you tried purchasing him on Live? Also it feels like Riot has been keeping a really really low profile on this guy, No promotional stuff at all.

The splash art quality has really dropped. It looks like this new champion was drawn with crayon.

Also 2 release skins? Thats new. I hope they continue this trend with other new champions.
