Fukof, the Flame of the Heart

Passive: Fukof gains CDR from AD, and AD from CDR (Does not stack with itself)

Q: Fukof's next basic attack deals flat physical damage and physical damage that scales with 1% (+1% per kill and assist) of the target's maximum health

W: Fukof passively increases his Attack Speed by a % of his CDR. When activated, Fukof gains a shield scaling with his maximum Lifesteal

E: Fukof fires an orb in a line, stopping at the first enemy champion hit. The orb deals light physical damage and stuns the target for .5 seconds (+.1 second per ability level [+.1 second per 50 AD {+.1 second per 5% CDR |+.1 second per 5% lifesteal|}])

Ultimate Ability: Fukof empowers himself, gaining moderate health (+50 per 10 flat/5% Health Regen per second), moderate damage (+10 per 50 total AD[+10 per 10% Lifesteal{+10 per 10% CDR}]), and becoming untargetable for 1 second (+.1 second per ability level [+.1 second per 50 ADC {+.1 second per 5% CDR |+.1 second per 5% lifesteal|}]) upon activation

I usually go all-out and throw a semi-viable champion concept together, but there's just no way to balance this. Adding a champion with bullshit scaling like the ones in this thread...Riot will never do that.

Duke of Nukem, the Doom Guy (Scales off Attack Speed and CDR)

Passive: Final Countdown Basic attacks and skills do not deal any damage to champions and cannot apply on-hit effects when attacking champions. Instead, they leave a stack of "Doom" on the target. Damage from mastery abilities, items and summoner spells apply a single stack of Doom. Doom stacks up to 20 times and each stack gives Duke a 5% chance to instantly kill the target on his next basic attack or when he next lands a skill.

Q: Crippling Shot Lines up a targeted pistol shot and fires after 1 second. Slows the target 50% and applies 2 stacks of Doom. If the target is standing still when the shot lands, 4 stacks are applied instead.

W: Wunderwaffe After 0.5 seconds to aim, fires a lightning bolt in a straight line that stops at the first target hit. If it hits a target, it chains rapidly to all nearby enemies. Minions hit by this attack are instantly killed. Champions hit by this attack take 1 stack of Doom per enemy previously hit.

Has 1 charge per rank in the skill and charges only refresh on the summoner platform.

E: Molotov Cocktail Lights a rag in a beer bottle with the first cast. Second cast lobs the cocktail at the targeted location, bursting on impact and spreading flames over the area that last for 4 seconds. Each tick applies 1 stack of Doom.

R: Bee Eff Gee Whips out BF Sword's older brother and channels a massive laser in the targeted direction for 3 seconds. Each second applies 10 stacks of doom (ticks every half second for 5 stacks).

Q: Magic damage skillshot that scales with Health Regeneration. W: Increases AP by a flat amount for 4 seconds. E: Magic damage gap closer that scales with current Mana. R: Gives up to 20% cooldown reduction that scales with current Gold.
