The icon is in addition to something else. Yes, it's a bit lame, but you'll get your Riot Kayle/Mystery Skin/RP at some point.
Weird, the Riot Kayle skin and the icon show up at the same exact time. I'm not saying two boxes open saying you got the icon and another that says you got Kayle, there is only 1 box that says you got the icon, that's it. It doesn't tell you got Kayle, you just get it. And if you already had riot kayle, then it gave you a random skin for a random champion without telling you what is was.
