look at stats before you make a balance call. In high elo he bounces within 1% (up and down) of 50% win rate (Champion.gg 48.9% and lolking 48.9-50.8%). I get that win rates aren't everything, but that should be a big piece of the picture.

Well, just figured out why Fizz has to stay unbalanced. If he was balanced, he'd have permanent untargetability. Which would make him unbalanced. It's like he's forever doomed to be an annoying little shit.
