If the laner gets the kill, you tax a few minions (I tend to do the ranged minions in a wave since they are worth the least amount of gold). If you as the jungler gets the kill, there is no reason to tax the lane. It's jungler courtesy.

When Neace coached low elo junglers, that is something he had to hammer in to them to do after every gank - "push the wave. push the wave. push the wave."

It causes the enemy to lose CS and experience to the tower, and it resets the wave so they can't freeze it near their tower.

Low elo players will complain when you do this but you have to ignore them because they are low elo for a reason.

I have also come to the conclusion, in my upward climb as a jungler, that the gold is usually more useful to the team in my hands than yours. I'm 1vs9ing just about every game. The odds that you're the one shining silver V star on this team who can actually use that gold to carry me is pretty slim. Plus, this isn't high elo where lanes are won and lost based on minor CS differences. Low elo players don't know how to exploit minor advantages like that so it doesn't matter.
