What makes me wonder about this is why necisary for her to be unable to buy boots. Do they think that she might abuse them? I don't think that this is reasonable because that would sacrifice a ton of stats that she would be able to get while still having the same if not more movespeed as everyone else.
So they will be as fast as boots without having to buy boots?
I actually remember this passive from another naga themed fan champion that was pitched on the old champion concept forum years ago. It was some snake dude mage who's gimick was being able to buy a 6th their 3 Item instead of boots with his passive giving him the movespeed he would otherwise be lacking.
