I am going to lose it the next time somebody says this... They have said why they have removed the cigar, and the reason has been repeated 20 billion times. All new splash arts are going to be the same in every region, and because there are places in the world with LoL in which tobacco products are HIGHLY illegal, they have to take out any in splashes and/or in game. Otherwise they would not be able to have the game there. People say, "What about Gragas Esq.'s then?" well because that place already has an alternate splash without the cigarette.

The entire thing was they wanted all splash arts to be consistent between regions. That's literally the only reason why Graves's cigar got removed when the splash was still a WIP.

Meanwhile, Graves gets to keep his cigar in the Cinematic Trailer with 20+ million views. I'm pretty sure it's a little too late to be just changing the splash art. At least people now gets to see Graves rolling in with his cigar.

But that's the thing; A country can easily ban a video without cutting into Riot's business too much. But if the game has integrated content that's illegal there, that cuts into business because it's a whole country that can't play the game or purchase content.
