Her difficulty is still too high regardless of ELO, I am not saying she's easy but her difficulty is higher than Anivia =.=

But she isn't easy to play, difficulty means how hard it is to play that champion and do well. With Katarina she is relatively easy to do well with in any elo if you chose when to teamfight and it's up to the enemy team to keep cc for you. Anivia is skillshot oriented and and can often be very hard to play with effectively.
