His quote in that story describes the community's reaction to any change Riot makes, to be honest. Reworks, new champions, jungle changes, buffs, nerfs, new items, you name it.

Viktor's flow got decimated by ricklessabandon, after which, he got compensated by flat stat buffs. I don't think he's a good spokesperson. :P
Solcrushed did an amazing job on the first rework, however - and I'll defend it to the death. Change isn't good just because it's change. Some changes are obviously better thought out than others.
