Armor Pen. has been changed to Lethality. It's only effective if your targets don't build armor in the first place.

The Black Cleaver doesn't do standard resistance bypassing, it does armor shred. So, really, those other items make tanks yawn, only The Black Cleaver and true damage are a threat anymore.

"It's only effective if your targets don't build armor in the first place." no it's only effective late game... sort of. all those items are good even without the pen, but item 3147 does true dmg that stacks with the more lethality you have. item 3036 most certainly doesn't make tanks yawn...

######Also, the only people who really buy lethality are assassins who are countered by tanks (unless you're knifecat, then you're just overloaded) so tanks don't fear those items. Since the Black Cleaver is commonly built on juggernauts who can fight tanks, that's why tanks don't much like the Black Cleaver and don't care for lethality.

W-well, it only does bonus resistance bypassing, so it's not that effective.

Say I have 100 base armor on a tank and 200 from items, runes, and masteries. It has 45% bonus ~~armor pen.~~ lethality, so technically I have 210 total armor and can still shrug off their physical damage.

But The Black Cleaver shreds armor, which means my armor is reduced to the entire enemy team and not just the sucker who built it.

Basically, it seems like lethality makes for anti-tank on paper and that seems legit, but, by experience, lethality's nothing to a tank. I don't care about it in game because Talon still can't 1v1 a tank even if he builds a lot of lethality (which he will). But Darius over here has a fighter variant of lethality and he can actually duel a tank.

Just for the record, in the case you described, Black Cleaver would also leave the target with 210 armor. That's actually the point where they break even. Also, there's only 2 champions in the game that get 100 or more armor from base stats at level 18, Rammus and Braum, everyone else has less than 100. (And Lord Dominik's give armor pen, not lethality. Lethality is not the new word for armor pen. It's a distinct stat that gives you armor pen per level.) And you have to look at who is buying the item, usually the adc. Often the biggest source of physical damage on a team by a significant margin. When you say damage is increased for everyone besides the holder, in most games that translates to "my adc does more damage to you." (May have greater value in AD heavy teams). You're also completely ignoring the bonus 15% damage to targets that have more health than the holder. That is actually a pretty major damage increase, comparable to the armor pen, and they stack. Dom's kills tanks.

Lethality on the other hand, you are correct, it's a terrible stat for killing tanks. However, for most assassin's, it's not just their itemization that makes them bad at fighting tanks. If they build Cleaver, or Lord Dom's, they would be better, but still not very good at it. It's their lack of a sustained damage pattern. Even if you get through the armor, you still have to burn through their health pool. So, overall, I do agree with you, I'm just being pedantic.

I went overboard trying to explain my point. Basically, it's just "I main tanks and I don't care how much lethality you build, you still aren't going to kill me easily."
