Urf had 80 percent CDR. Ryze had to be taken out of the game mode because he would of broken it.

Am I the only one who thinks the CDR cap should be removed, but only that any CDR beyond 40% is reduced (e.g. After 40% you get half cdr, after 50% (so at 60% built) you get 1/3, etc...
Basically making it inefficient to build, but if you're at 40% and get a blue buff you still gain something out of it? Just a thought...

Honestly only manaless champs would be stronger, unless mana champs get infinite mana then they really wouldn't get far because their mana pool would deplete quickly
