Gnar changes facial expression when he turns into Megagnar It's the biggest change in game even.
I would believe some of the newer champions but I don't think there is any to the degree of poppy's. Her facial animations are top quality.
Pretty sure Jinx also switch her facial expression when she goes high after a takendown or something.
EDIT: I think I may be wrong on this.
