Sorry, being an AP midlaner doesn't entitle you to blue buff, especially in soloQ. If you are 0/3, don't even ask because I would rather not give blue buff to the enemy 
Offering your Blue Buff to Mid laner and Red buff to top laner every 6 minutes and being completely ignored... Every. Single. Time.:
