Graves for not being a back stabbing jerk,
Graves. Is because of him i start to main ADC

ooooo I was a tie breaker (at least at the moment). TF is generally a more engaging person. Graves is a bit too stereotypical for me, not that bad-ass, rough talking, shotgun wielding tough guy is bad, just a bit overdone.
Of course, TF isn't exactly a deep lake either if you know what I mean. Guess I just like sarcasm and narcissism a bit more :P.
I like to play both, but Graves is what got me into ADC'ing. And Pool Party Graves is best skin.
Can't decide. Graves has a lot of really awesome skins, while TF never really moves past "I still throw cards in my awesome hat" in any of his skins. But Gambit is my favorite of the X-men. So yeah, TF's personality and concept is awesome, but Graves has better skins.
Actually, I haven't seen a TF that's been especially frustrating, so I pick him cuz I don't like Graves' smoke cloud.
TF. There's nothing like TF with an avarice blade, except maybe ashe with an avarice blade.
I've gotta say TF, he can literally play ANY role. full mage mid lane, AP assassin top lane, hybrid sustain Jungle, Hybrid ADC, and Gold Card Support (and I main him, and I like his hat)
I prefer Graves because i feel like I can do a lot more with him. But for TF, I never seem to do good with him. But i got to say, I love TF's ult a lot more than Graves!
