When I see somebody say "Report X" when they lose

I tend to just report those people instead. Telling someone to report another person is "Unsportsmanlike Conduct" and is reportable. Besides, it only take 1 report to flag a game for review, you don't need to say "Report X for Y" when you can just report them yourself.
