You can just review Ryze's statistics on Lolking or something. It should be pretty apparent whether or not a champion is due for nerfing for a variety of reasons. Ryze has ALL point and click-target abilities. They are extremely difficult to mess-up (unless you misclick the wrong guy or something...) and combining that with his little need to even get AP for the major part of the beginning of the game to deal huge damage, means that he's just become extremely strong to an almost absurd extent. He's extremely too low of a skill level to pack so much raw power behind him too, but not just that power, but his ability to ITEMIZE FOR TANK BUILDS and still do that really huge damage. Unlike an assassin who might be easy to play and hit hard (like Yi who is a great example), he is hard to kill because he can build a frozen, a RoA, Seraph's, etc... To still deal super huge AOE damage and be extremely tanky on top of it. Yi is easy to counter since any stun can shut him down in every team fight if played right.

Eh, yeah, I agree but was too lazy to write all that, mostly because it would require a lot of research since I don't play Ryze or against him myself, all I know is that he's a pretty dominant pick in solo que. But anyways, my point is, he's not being nerfed because he was played in Worlds.

These two specifically are being nerfed for their toxicity/unhealthiness for gameplay.

Although why it took so long is only because of their extreme prevalence, which you think would have made it happen faster, but no dice.

It might be a popularity thing. Riot has refrained from Lee nerfs for so long (until rather recently) because of how ridiculously popular of a champ he was. The same might apply to Ryze who is one of the original champions in the game, and nerfing him beyond playability would not go over too well I would imagine. I'm sure they are trying to address what needs to be done with him instead of making rash decisions.
