Technically they aren't too similar as action cards can also be traps and hurt you rather than help you.

In this way duelists are kept from running and grabbing every card they see, becuase RNG could screw them over.

This in fact is why Gong/Noburo duels the way he does. He stands completely still during the duel and lets no RNG decide his matches.

Well that exploding plant can hurt you since it can send you to the enemies, also Gongenzaka doesn't use action cards because his deck is based on not using any Spell/Trap card.

Yeah it can hurt you if you are being an idiot and hit it at the wrong angle, but you have no idea what an action card is till you grab it.

That is another reason, Spell/Trap cards would screw over some of his monster effects.
