there's a LOT of grey area on the surface, but once you investigate a little you can see that what really happened was that this player was issued an investigation and whoever watched his games was bias.
i checked the provided players account and looked at his recent ranked games and what i found was that the player has a tendency to play tanky champs that flip opponents over them - like volibear and singed. on most occasions takes a combination of ghost teleport and smite. usually buys relic shield or some similar item, but never buys wards. instead he buys control wards and items that have actives which buff nearby allies like
spends his time roaming the opponents jungle stealing camps and clearing wards with
then returns bottom every few minutes to help cover the lane when the player backs for items. usually has the most assists on his team the fewest deaths (mostly executions) and barely any kills. has a massive amount of CS and usually contributes to a lot of in game damage and baiting which helps his team win. (however i cant see public, but if this was a public game he was banned for it makes even less sense)
the player was cited as being uncooperative and not communicating with their team. anyone who plays off meta support or just unpopular support knows of the backlash and hate a support player receives from their team. so what does any off meta support normally do? they play who they want to play and do their best while muting their teammates who are constantly flaming. okay so if you mute your team (which has been cited by players and blue accounts as the right way to respond to the hate) how are you supposed to communicate? in a game where off-meta is supposed to be protected by riot they've banned a player who was harassed for being off-meta and responding the way we're all told to respond to flame.
secondly it says he was uncooperative. being uncooperative means 1 thing in league. you didnt do what your team wanted you to do. in other words because the player played singed support and his team was against it he was reported. so you know that whole thing that supports have been chanting for like... years saying "you dont choose my support, i choose my support"? well that all goes out the window now. apparently your team can choose your champ. if 3-4 players dont like who you're playing according to the singed incident you can be banned for not choosing the champ your team wants. in fact according to this incident you can also report players who dont buy items your teams wants and you can report players who refuse to surrender. if 3/5ths of the team want to go baron and 2/5ths dont then those 2/5ths are reportable. even more so if it's just 1 player.
there are unconfirmed reports that the player in question in fact posted into the chat his entire in game strategy during champion selection upon being flamed for wanting to go singed support. there is also supposedly a video that someone has of him playing what is being called "duo jungle" because he sometimes brings smite and roams a bit more.
