I'd wanna bet zoe no meme. As overloaded as some kits are hers is definitely top tier.

I'm gonna use a recent example when i was playing Yi jungle and tried to gank an over extended zoe who was killing my mid.

Her w alone gave her more move speed than my ghost and boots combined while she was only rocking a dorons ring. (edit she picked up a redemption)

But for the details i'd say

Q is too front loaded, no kit is fair when 70% of the champions damage is on one ability and with that cooldown its just not fair.
W grants way to much versatility no matter what free ghost on use, summoner pick ups Aoe lock on damage, etc.
E is the most versatile stun in the game that buffs any person on your team and long cc that also deploys a long aoe trap.

and to be honest the r is almost only good on that kit, id say its the one things acceptable on its own. But i will say any ability she has can be counted as an ultimate on a multitude of other champions.
