Clues aren't what she needs, she needs an arc that shows to her that yes, she is indeed worthy of being called a hero. Poppy needs an in lore self esteem boost.
She also needs to be a critical figure in some battle against Noxus or something. When the chips are down it's Poppy who saves the day, beats down Sion, catches Swain off guard, and saves Demacia. Something like that.
Which would be a long way off.
