Name a bunch of things that only make sense using Riot logic... I'll start
Although this does true damage, it's initial purpose is to simulate a "burning" effect on an enemy champion. Why does ignite burn fire-based champions, i.e. 
instead of healing them?
Side note: Will Riot ever invent a summoner spell that has dual effects depending on ally or enemy target?
