It's because Veigar only counts as half of a champion. You played one half in Season 6, and now it's recommending that you play the other half, which is Veigar again.

It's simple logic.

Well, for me this shit was strangely inaccurate. It gave me Karthus Mid, Heca Jungle, Alistart Support, and NONE of them i played ranked, and even in normals it was no more than 5 games this season. Weird.
